This page explains how referrals to Havenmore are considered. Havenmore provides supported housing and intensive housing management. We do not provide regulated personal care. Care and support must be arranged separately by the relevant care or support provider, commissioner or professional team.

Who we house

Havenmore provides supported housing for adults with additional needs where a supported housing setting is suitable and sustainable.

This may include people with:
  • learning disabilities;
  • autism;
  • mental health needs;
  • physical or sensory needs;
  • housing-related risks that require enhanced housing management;
  • support needs that are met separately by a care or support provider.

A referral does not guarantee that Havenmore can offer accommodation. Suitability depends on the person’s needs, property availability, risk, affordability, compatibility and the support arrangements in place.

Who can refer

  • Local authority social care teams.
  • Housing or homelessness teams.
  • Commissioners.
  • NHS or mental health professionals.
  • Care or support providers.
  • Families, appointees, deputies, attorneys or advocates, where professional involvement is also in place or can be arranged.

Information we need

Good referral information helps us assess whether the accommodation may be suitable.

Please provide, where available:
  • basic personal details and current address;
  • referrer details and professional role;
  • current care or support provider, if any;
  • local authority and funding authority;
  • summary of housing need and preferred location;
  • mobility, access or adaptation needs;
  • risk information relevant to the property, shared living or tenancy sustainment;
  • communication needs and mental capacity considerations where relevant;
  • benefit, appointee, deputyship or financial representative details where relevant;
  • known safeguarding concerns;
  • timescale and urgency.

How we assess referrals

Havenmore assesses housing suitability. We do not decide care eligibility and we do not replace statutory assessment or care planning.

We consider:
  • whether the available property is physically suitable;
  • whether the person can safely occupy the accommodation with the right support in place;
  • whether shared living is suitable, where the property is shared;
  • whether the tenancy is likely to be sustainable;
  • whether risks can be reasonably managed in a housing setting;
  • whether rent, service charges and any personal charges are understood and fundable;
  • whether adaptations or equipment are needed and practical;
  • whether the referral fits Havenmore’s housing model.

Placement decisions

A placement will only proceed where the arrangement appears suitable, safe, affordable and operationally workable.

Before move-in, we aim to confirm:
  • the proposed accommodation;
  • tenancy or licence route;
  • rent and service charge information;
  • Housing Benefit or housing-cost funding route where applicable;
  • care and support provider responsibilities;
  • move-in date and access arrangements;
  • key contacts and authorised representatives;
  • any immediate property, safety or communication needs.

Havenmore may decline a referral where the property is unsuitable, risks cannot be reasonably managed, support arrangements are unclear, funding is unresolved, or the placement would not be sustainable.

Rent, charges and funding

Rent and service charges will be explained before a tenancy starts. Where Housing Benefit applies, the local authority decides entitlement and eligible amounts.

We separate:
  • rent;
  • eligible housing-related service charges;
  • intensive housing management where applicable;
  • ineligible or personal charges;
  • care or support costs, which are separate from Havenmore’s housing charges.

Housing and care roles

Havenmore provides:
  • housing and tenancy management;
  • property compliance and repairs coordination;
  • rent and service charge information;
  • intensive housing management linked to tenancy sustainment and property use.
Care or support providers provide:
  • personal care where commissioned;
  • daily living support;
  • care planning and support planning;
  • staffing linked to assessed care or support needs.
